الأردن وألمانيا يوقعان اتفاقيتي تمويل لدعم التعليم والمياه

(عمان – 15 أيلول 2026 )- وقّعت وزارة التخطيط والتعاون الدولي مع بنك الإعمار الألماني اتفاقيتي تمويل بقيمة (96.5) مليون يورو لدعم أولويات المملكة في قطاعي التعليم والمياه، حيث وقّعت الوزيرة زينه طوقان عن الجانب الأردني، ووقع عن الجانب الألماني السيد يان فيغل مان ممثلاً عن البنك، وذلك بحضور الدكتور ماتياس شميدت-روزن مدير مكتب البنك في الأردن، والدكتور برترام فون مولتكه سفير جمهورية ألمانيا الاتحادية لدى الأردن وعدد من المسؤولين من الجانبين.

وتتضمن الاتفاقية الأولى منحة بقيمة (36.5) مليون يورو لتمويل المرحلة الثالثة من برنامج "تسريع وصول الأطفال السوريين اللاجئين إلى التعليم الرسمي في الأردن"، لضمان استمرار توفير فرص التعليم الرسمي للأطفال السوريين اللاجئين وتخفيف الضغوط على النظام التعليمي الأردني. أما الاتفاقية الثانية بقيمة (60) مليون يورو لدعم مشروع "التكيف والحماية من آثار تغير المناخ: حقل آبار الأزرق وخط النقل الرئيسي"، والذي يهدف إلى تعزيز استدامة وأمن التزويد بمياه الشرب من خلال إعادة تأهيل خط النقل الرئيسي من الأزرق إلى خو ومحطة الضخ المرتبطة به، إضافة إلى تنفيذ إجراءات للحد من ملوحة المياه الجوفية المستخرجة من حقل آبار الأزرق.

وأشادت الوزيرة طوقان بالشراكة الاستراتيجية التي تجمع الأردن بألمانيا، وأن هذا التعاون يعكس الدعم المتواصل الذي تقدمه ألمانيا للمملكة في تنفيذ أولوياتها التنموية وفقاً لرؤية التحديث الاقتصادي التي تضع الأمن المائي والتعليم النوعي في صلب أولوياتها، بما يدعم مسارات التحديث الشامل التي تعمل عليها الحكومة.

من جانبه علق السفير الألماني الدكتور فون مولتكه قائلاً: " بموجب الاتفاقيتين الموقَّعتين اليوم، نعتز بدعم الأردن في اثنين من أبرز تحدياته الوطنية: ضمان توفير تعليم نوعي شامل لجميع الأطفال، وتعزيز استدامة إمدادات مياه الشرب في المملكة. وتبقى ألمانيا شريكاً راسخاً وموثوقاً للأردن، إذ جددنا في تموز 2026 تأكيدنا على أهمية هذه الشراكة من خلال تعزيز تعاوننا التنموي بالتزام إجمالي يصل إلى 684 مليون يورو خلال العامين المقبلين."

Jordan and Germany Sign Financing Agreements 

 to Support Education and Water Sectors

(Amman–15 September 2026) The Ministry of Planning and International Cooperation signed two financing agreements with the German Development Bank (KfW) amounting to a total of €96.5 million to support Jordan’s priorities in the education and water sectors. The agreements were signed by Minister Zeina Toukan, on behalf of the Jordanian side, and Mr. Jan Wiegelmann, representing KfW on behalf of the German side. The signing took place in the presence of Dr. Matthias Schmidt-Rosen, Director of the KfW Office in Jordan, Dr. Bertram von Moltke, Ambassador of the Federal Republic of Germany to Jordan, along with senior officials from both sides.

The first agreement provides a grant of €36.5 million to finance the third phase of the program Accelerating Access of Syrian Refugee Children to Formal Education in Jordan. The grant will ensure the continued provision of formal education opportunities for Syrian refugee children, and alleviate pressure on Jordan’s education system.

The second agreement, for €60 million, supports the project Adaptation and Protection Against Climate Change Impacts: Azraq Wellfield and Main Transmission Line. The project aims to enhance the sustainability and security of drinking water supply through the rehabilitation of the main transmission line from Azraq to Khou and its associated pumping station, in addition to implementing measures to reduce salinity in groundwater extracted from the Azraq wellfield.

Minister Toukan commended the strategic partnership between Jordan and Germany. She noted that this cooperation reflects Germany’s continued support for Jordan’s development priorities. The Minister stressed that these agreements embody Jordan’s commitment to implementing the Economic Modernization Vision, which places water security and quality education at the core of national priorities, thereby reinforcing the comprehensive modernization pathways pursued by the Government.

For his part German Ambassador Dr. Von Moltkeh commented: "With the two agreements signed today, we are proud to support Jordan in two of its main challenges: to provide quality education for all children and to sustain the drinking water supply for the country. Germany continues to be a strong and reliable partner to Jordan. In July 2026, we underscored the importance of our partnership, consolidating our development cooperation with a total commitment of up to 684 million euros over the next two years.”
